Bill Payne
Bill Payne is Vice President of the Wireless Broadband Systems And Technologies (SAT) organization within Motorola’s Home and Networks Mobility business. SAT is chartered with the system engineering and technology development for Motorola Wireless Networks’ LTE and WiMAX product lines. System engineering aspects include the development of system requirements, specifications, and performance validation. While technology aspects include algorithm and initial PHY/MAC design of WiMAX and LTE (FDD and TDD) products. SAT is also responsible for the development and operation of technology trials. Finally, his team also leads and participates in the global standardization efforts for the broadband wireless and cellular industries (3GPP, WiMAX, IEEE, 3GPP2).
Since joining Motorola in 1996, Bill has directed engineering operations in broadband wireless, cellular infrastructure, and cable. Prior to joining Motorola, Bill spent 16 years at AT&T Bell Laboratories where he led efforts in cable, optical networking, and digital switching. He has been in the telecom equipment industry for nearly 30 years.
Bill has 7 patents awarded, and several pending. Bill received a BSEE from Purdue University, an MSEE from Georgia Institute of Technology, and a PhDEE from Illinois Institute of Technology.
He is a member of the IEEE, and past member of the Sigma Xi and Eta Kappa Nu Engineering Honoraries. He is also a Life Member of Alpha Phi Alpha; pledged at Purdue University – Gamma Rho.
